John James Tintera was appointed as executive vice president of government relations for the Texas Alliance of Energy Producers. He has been a consultant with the organization since 2012, the organization said Feb. 8.

Tintera will be based in Austin, Texas. He retired as the executive director of the Railroad Commission of Texas, having worked there for 22 years. He has handled oil and natural gas E&P and transportation, including overseeing the regulatory process from drilling permits to compliance inspections, oil spill response, pollution remediation and pipeline transportation.

Tintera was responsible for Texas’ state-funded cleanup of more than 3,000 pollution sites of virtually every type of oilfield contaminant.

He has bachelor’s and master’s degrees and more than 30 years’ combined technical and managerial experience, including a decade of petroleum geology prospecting. He is on the board of directors at the Texas Water Recycling Association.

Gloria Leal was appointed as general counsel, and Bill Stevens became chief lobbyist. Both will also be based in Austin.

Leal has been a consultant to the Alliance since December 2006, and previously was general counsel for the Texas Department of Insurance. She graduated from the University of Texas at Austin’s law school.

Stevens has been a government relations specialist with the Alliance since it was organized in 2000 with the merger of the West Central Texas Oil and Gas Association and the North Texas Oil and Gas Association.

James M. Wortham was hired as director of membership services for North Texas and will be based in Fort Worth, Texas, the organization added.

During a career of more than 30 years, Wortham worked for Mitchell Energy, Devon Gas Services, Crosstex Energy Services, BFX Midstream and Marabou Midstream Services.

Wortham has been a longtime member of the Texas Alliance of Energy Producers and has served on its board.

He has bachelor’s and master’s degrees in business administration and attended the U.S. Air Force Academy, the University of Texas at Austin and the University of Houston.
